In 2012, Cordia implemented Capture H2O's High Cycle Program at Energy Center San Diego. This solution is designed to reduce water consumption with minimal use of chemicals. Since adopting the program, Energy Center San Diego has saved over 10 million gallons per year, reduced city sewer and water bills by $180,000, eliminated use of sulfuric acid, and improved chiller efficiency by mitigating scaling issues.

Anthony Rowen is the COO and Director of Engineering at Capture H2O. Capture H2O is a water conservation firm specializing in sustainable solutions for cooling tower systems. Anthony can share insights on how cooling tower systems work, approaches to cooling water treatment, and how to take steps to improve the sustainability of these systems and gain LEED points.
Prior to Capture H2O, Anthony came from an engineering consulting background, supporting technical projects for the federal government and power generation sectors, specifically nuclear energy. Anthony is a Mechanical Engineering graduate of Virginia Tech with a focus in Green Engineering.

James Rougeaux was born in Niagara Falls, NY. He joined the Armed Forces after graduating high school in 1986. This decision turned into a 24 year career from which he retired from in 2010.
In 2009, James enrolled in a water treatment program. In this program he achieved his California Grade III Water Treatment Operator Certificate and his Grade II Distribution Operator Certificate.
In 2012, James joined Capture H2O as a Service Manager. Capture H2O is a cooling and heating water treatment provider focused on water conservation and chemical and energy reduction. Currently James services Cordia Energy, The Irvine Company and Centennial Real Estate among other local and government clients.

Chris Freeman
Environmental Manager

Chris Freeman is the Environmental Manager at Cordia and is responsible for managing environmental permitting and compliance at all Cordia operations, nationwide. Mr. Freeman is also a sustainability leader within the company and leads Cordia's renewable electricity and water conservation sustainability initiatives. Mr. Freeman has worked within various sectors of the energy field for 25 years and has been with Cordia since 2022. Mr. Freeman earned his bachelors degree from the University of California, Davis.
